Scott Carrigan Baseball Major Rules

 

ALL MANAGERS / COACHES ARE EXPECTED TO BE FAMILIAR WITH THE NATIONAL BABE RUTH
LEAGUE / TOURNAMENT RULE AND REGULATIONS. THE RULES AND REGULATIONS AS STATED IN THE
OFFICIAL RULE BOOK ARE APPLICABLE WITH THE FOLLOWING EXCEPTIONS / REVISIONS:


DUGOUTS: Manager, 2 coaches, rostered players and a team MOM may be in the dugout.

Slide Rule: These is no “must slide rule” in effect for league play 

7 Run Rule: 7 runs per inning

10 Run rule: Will be in effect after 4 innings or 3 1/2 if home team is winning by 10.

Pitching Rule: Babe Ruth Pitch Smart pitching rules will be in effect during regular season and any post-season/extra curricular team events. Once a pitcher begins his warm up pitches, he must pitch to at least one batter, unless the pitcher is about to become an ineligible pitcher or becomes injured while warming up, he then may be removed without penalty. 



Appeal: The appeal of a missed base is not automatic. The umpire will not rule on a missed base unless the appeal is properly made by the team on the field. 

Suspended Games: Rescheduled when possible. There are no guaranteed rain checks for rainouts

No Tobacco: The use of tobacco of any kind will not be allowed on the field or in the park.

Trips to the mound: Trips to the mound shall be limited to one per inning per pitcher. The second trip in the same inning will result in removal of that player as a pitcher. Any effort to circumvent this rule will result in a trip to the mound being charged by the umpire. 

Time Limit: No new innings will be started after 1 hour and 30 minutes.

Manager is the only person to communicate with umpires. 

Home team: Home team is responsible for concessions.  If home team does not have concession stand staffed, the game will be called as a forfeit and the away team will be awarded a 6-0 win. Home team is in the 1st base dugout unless specified otherwise at the plate meeting. 

Line up sheets: Managers must turn in prior to game time. Not official until meeting at home plate. Use official line up sheets provided.  First, last name and number must be on lineup sheet. Changes during game give to home-plate umpire who will give to press box. (Use numbers not names when reporting changes) 

Pitching Counts: Managers are responsible for pitch counts. Home team keeps official score book.  Official scorer records are official. pitch counts can be checked at any time during game. If a pitcher is about to become ineligible, scorekeeper can give umpire notice. Manager has the ultimate responsibility. 

Slash bunting is prohibited in all Cal Ripken division games. Batter will be declared out and the ball is dead should this occur. Second offense by the same team, will result in manager ejection. Any player who repeats this action in the same game will be ejected on the second occurance. 

Dropped 3rd strike Rule: If the batter strikes out (swinging or looking) and the catcher does not catch the pitch before it hits the ground, the batter can run to first base. The defense can attempt to make the out at first.  If the batter fails to run, he/she can be called out when he/she enters the dugout. 

Balks: 
A balk will be called when a pitcher who is on the rubber makes any motion naturally associated with his pitching delivery and does not actually deliver the ball, feigns a throw to first or third base and fails to complete the throw, or fails to step directly toward a base before throwing to that base.  Base runners will be awarded advancement, one base.
